The Optimist Class is by far the largest with 167 sailors in the group under 15, and 20 in the cadet group below 12 years. The Zoom8 class fields 92 entries, while the Europe dinghies are 23, the Laser Radials 16 and the Laser 4.7 fields are 11 boats.

The host country, Finland has the largest contingent with 104 sailors, followed by Denmark with 79, Norway by 72 and Sweden by 60 junior sailors. Estonia will send a squad of 14 sailors. No less than 114 of the juniors, over a third, are girls.
